The Centre for Accountability and the Rule of Law (CARL) is an independent monitoring organization which comprises of human rights and civil society activists committed to promoting accountability and the rule of law in post-conflict Sierra Leone. CARL has its origins in the Sierra Leone Court Monitoring Programme (SLCMP), which started operations in 2005. As a result of increased interventions in areas such as outreach, advocacy and legislative reforms, the SLCMP has therefore expanded its mandate beyond monitoring, and has consequently changed its name to CARL to reflect its broader mission.
CARL’s primary focus is to monitor pivotal institutions of accountability and rule of law with the aim of enhancing their efficiency and increased public access to and knowledge about their roles and activities through outreach and advocacy. CARL is also dedicated to strengthening the capacity of civil society groups who are critical in Sierra Leone’s evolving democratic society.

Job Summary
As a result of this expansion, CARL is recruiting a suitably qualified Sierra Leonean to serve as its Head of Programme who will contribute to achieve its mandate. The Head of Programmes will be at the epicentre of transforming the organization from a court monitoring focused to strategically position the programme reflect its broader priorities. CARL has just concluded a strategic plan that will guide its operations. This is therefore a rare and exciting opportunity to combine your strategic programme management and leadership skills with your change and transition management experience and expertise. The successful applicant will have the chance to help CARL fulfill a long-term vision of building a “just Sierra Leone free from corruption and devoted to the protection of human rights, the rule of law and gender equity”
Key Responsibilities
- Contribute to the organizational planning process and specifically lead the preparation of a holistic plan of the organization’s operations;
- Work closely with all of its unit heads in thinking strategically about program opportunities for CARL operational areas;
- Lead the correlation of all work plans for the various units; and maintain responsibility for the overall programming of the organization’s activities;
- Lead the development, delivery and management of quality programs;
- Lead program planning and design, implementation and compliance; toward achieving the core outcomes of the projects;
- Lead the design and implementation of effective monitoring and evaluation;
- Work with unit heads to ensure the timely writing and submission of projects reports;
- Ensure the institutionalization of evaluation as an integral tool for continuing program learning and program improvement;
- Draft funding proposals and reports to funders.
- Actively network and collaborate with key partners and stakeholders. Keep the partners informed of it’s activities, seeking their input and feedback, and keeping CARL informed of partners’ justice and accountability interests and priorities;
- At the request of the organization, represent the organisation in conferences and other events around the world.
Qualification and Competence
- A university degree or its equivalent in development or other social sciences;
- In-depth knowledge of project development, implementation, management, monitoring and evaluation;
- At least 5 years of relevant work experience of which at least 3 years should be at middle management level;
- Strategic Programme management, proposal development, fund raising and budget oversight;
- Knowledge in Country Strategic Planning processes;
- Strong background of working with civil society organizations, government MDAs and international partners;
- Ability to work in an intensive and fast-paced work environment, and with a wide range of partners and tight deadlines;
- Professional level English language is required; knowledge of local languages is desirable;
- Excellent oral and written communication skills;
- High level of professionalism and attention to detail;
- Strong interpersonal skills, ability to represent the CARL with national and international partners at the highest levels;
- Computer literate; ideally proficient in MS Office Applications;
- Ability to work with limited supervision.
